As a passbolt administrator, can I re-assign passwords from a user that has left to their supervisor or to a new user?
Due to the security model it is not possible to reassign passwords to users that never had access to the password before end. In the future we want to allow reassigning the “owner” right when deleting users though.

No, as per the security model you will need the ex-user private key and passphrase to be able to retrieve the passwords.
Some organizations creates a policy that all passwords need to be shared with say the admin group so that they can be transferred / recreated when user leave the org.
