Enable YubiKey for All Users as Admin

Hi All

With the help page help.passbolt.com/configure/mfa/yubikey I can enable YubiKey as administrator for my company at cloud.passbolt.com/$COMPANYNAME/app/administration.

But it looks like, I need to register with my YubiKey at upgrade.yubico.com in order to enable it for the company.
Is that correct that it only can be activated for all users if an admin configure their YubiKey in the Administration GUI?
