Q1. What is the problem that you are trying to solve?
When I see the Info panel related to a password and go to the Activity menu, timestamps of activities are shown in a relative way (“11 seconds ago” in the screenshot). That’s great - but I’d like to also see the actual absolute date somehow (2022-06-10T21:23:59+00:00), e.g. with hoovering similar to Show absolute dates as dates' tooltips by matiasgarciaisaia · Pull Request #24 · passbolt/passbolt_styleguide · GitHub

Everyone who needs to check a password’s activity history
Q3 - Why is it important and/or urgent?
It’s a nice usability feature.
If I go back in the history and it shows “1 year ago” it is a big timespan.
It’s not really urgent but I’m a fan of absolute dates, therefore I’d like to have it
