Sometimes an administrator would like to inform passbolt users about important events related to the instance, such as privacy policy change, or maitenance window. Currently there is no option to display such message directly on passbolt.

It is not urgent but can be important in some instances (for example: privacy policy change).
Q4 - What is your proposed solution? (optional)
Provide a section in the administration panel for the administrators to set a banner message. Once the user sees it, click OK, this message is marked as seen and never displayed again to the user.
