I’m trying to install Passbolt from scratch on clean Ubuntu Server 20.04 according to tutorial.
But I’m encountering an error “Unable to locate package passbolt-ce-server”.

In your apt-get update output command, I don’t see any “get” from our download.passbolt.com domain 
I guess you missed the step 4 of the documentation:
Can you retry and let us know ?

I set up a clean Desktop version of Ubuntu and redone it with copy and paste.
And now it finally worked!
I cannot tell the difference.
