LOL, man… 
I installed a fresh instance in CentOS7 in Virtual Machine. Zero start. Loaded the scripts, moved the dump.sql, the private and secret keys for this scenario and voila… Application worked very well. And i saw the new features like new themes and etc. All users can login and use the passbolt normally without errors. SMTP worked too.
The reason of the malfunction is some update in Rocky Linux that messed up.
